PARIS — Motorola Inc. announced it has made an equity investment in Quantum spa, Milan-based provider of portable media mobility players, through Motorola Ventures, its venture capital arm. Financial terms remained undisclosed.

Quantum said Motorola's investment will help expand and accelerate the development of the company's product lines.

Quantum was created in October 2005 with the ambition to develop, market and sell multimedia digital devices for the up-coming mobile Pay TV and entertainment market. Quantum said it has developed Intellectual property rights in DVB-T, DVB-H, DVB-S and IPV technologies with a focus on Encryption systems for Pay TV applications.

As the Mobile TV market continues to grow significantly, Motorola is committed to supporting innovative companies, such as Quantum, that strive to seamlessly deliver multimedia digital content to consumers on the go,” commented John O’Donohue, managing director of Motorola Ventures.

BERLIN &#151 Romania's labor shortage was highlighted in a 32-country study by human resources firm Manpower, which found 73 percent of companies in Romania were unable to find skilled personnel for open positions.

The areas hardest hit are Bucharest and Western Romania, which includes Timisoara and Arad, said Eliza Nechifor, spokeswoman for Manpower Romania in Bucharest. She estimates unemployment is about 1 percent in these regions.

Cluj Napoca, a university city that has become a software development hub and is home to a new Nokia factory, has about 3 percent unemployment, she said.

Manpower believes the shortage results from a decade-long migration of skilled personnel to higher paying jobs in Europe.

In addition, wages in the country have soared. In 2007, the average wage across all industries rose 25 percent, Nechifor said.
